Haroon Mughal is a dedicated public servant running for Fort Bend County Commissioner, Precinct 4, bringing over 15 years of committed service and a historic record of achievement to our community. His career is defined by integrity, results-driven leadership, and a deep commitment to uplifting the diverse families of Fort Bend County.

Historic Leadership & County Service

For the past four years, Haroon has served as, Division Supervisor and the Chief Deputy in Fort Bend County DC’s Office . In this position, his visionary management and operational expertise strengthened several critical county departments: including Passport Division, Jury Services, Call & Customer Service Center and Community Outreach.

Under his leadership the Passport Division achieved the #1 ranking and became the highest revenue-generating department for four consecutive years—an unprecedented accomplishment in the county’s history and in south region with 100% compliance from Department of States for last 4 consecutive years.

Professional Background & Expertise

Haroon’s professional journey spans more than two decades across the public and private sectors.

Currently serving in the Fort Bend County District Clerk’s Office, he has advanced through key roles—including Department Supervisor and Division Supervisor of Passports, Jury Services, and Community Outreach—due to his dedication and exemplary professionalism.
His extensive background includes expertise in:

  • Accounting

Haroon also successfully managed multiple family-owned businesses for over 12 years, grounding his public service in real-world entrepreneurial experience.

His career began internationally, serving as a Procurement Specialist and IT Consultant for U.S. Army supply operations in Kuwait and the Gulf region with organizations like Halliburton.

Education & Recognition

Haroon holds a Master’s Degree in Information Technology and a Bachelor’s Degree in Management and Computer Science, along with numerous professional certifications in management, accounting, and real estate management.

His exceptional service has been recognized with several prestigious honors, including:

  • The Presidential Lifetime Achievement Award, presented on behalf of the President of the United States by Mayor Sylvester Turner and Congresswoman Sheila Jackson Lee.
  • The Congressional Award of Excellence, along with multiple state-level recognitions for excellence in service and community engagement, honoring his outstanding contributions not only in Fort Bend County, but across Greater Houston and beyond.

In addition, Haroon has received numerous Achievement and Service Awards from highly respected organizations, including APPNA, PABPA, FBV, FBI, PAV, Fort Bend County officials, and Proclamations from the Mayor of Houston, the City of Sugar Land, the City of Stafford, Missouri City, and the City of Austin, among many others.
